  1. The issue here is the criminals doing bad things. The cops were desperately trying to put an end to the chase. Perhaps they could have called it off but based on how the robbers were driving they were a serious liability. On top of that if the cops didn't react people would have been pissed. Now the cops did something and people are still pissed.
