  5. 4:10 i laughed for several seconds It’s a bit hard for the government to provide services during the war in areas control by those fighting the government Idlib is 20 km away from the nearest government Territory so a dump truck would have to drive through a top 3 most Heavily fortified front lines in the world just to get to the city pick up peoples garbage go back across the front line then do that day after day after day for something that is supposed to be done by a City Government
