  1. Elensky and his cronies know that they have lost the war and are just trying to do as much damage as possible to Russia and the civilians. When Russia retaliates all it does is damage property that the Russians will have to restore when they finally take over, thus making it more of a drain on resources. No concern on their part for the people involved, never has been.
