  3. Simple, Russia is bleeding Ukraine, and by association EU/NATO, of their human and equipment resources.

  4. Wouldn't have made a blind bit of difference to any of the states, the bureaucrats and technocrats would misuse and abuse every cent by effectively spending it on themselves through 'administrative costs'. Just look at the size of the government departments everywhere.
