  1. I believe it is to do with the manufacturing tolerances which need to be wider for air cooled to allow for expansion and contraction.

  2. Had a 1200 cc beetle, I was told that up to 40% of the cooling was from the oil. As the engines capacity increased so did the size of the oil cooler.
