  1. Lawsuit. You can't lock someone up because they share a name. Catfishing is real and is very known, and opening an account with someone's name is also real and very known, so the fact that they didn't even bother to check I.S.P. first, is negligence. You don't take a child away from their parents and lock them up without actual proof. They should sue, and they will win. Which should be a deterrent, but it won't be, because it keeps happening.
