You can not do that. You can not assault a child because they don't do what you say. If he was threatening someone, if he assaulted the man first, there can be a case, but for an adult to just attack a child, because he didn't move fast enough, is still a crime. You call their parent, you suspend them, or you even expel them...but you can't put their hands around their neck and forcibly remove any part of their clothing.
