Japan lost its sovereignty after WW2, just as Germany has. The price of losing the war and committing heinous crimes against humanity. They're essentially beholden to US policy makers now. They've been propped up by post war investments but have steadily lost their competitive advantage in the past decade or two. The problem is that they are trapped in the situation placed on them. The US cannot afford to let them freely correct their markets because the US economy will be significantly affected. Thus, they are have no choice but to remain stagnant or decay. Unless they can match China's new found technical capability in manufacturing, they will not be competitive as they used to; hence slow deindustrialization and eventual decay.
