During WWII, the Brotherhood allied themselves with the Nazis and, after the defeat of Germany, were then supported by the OSS, which became the CIA.

The "bystander" (whose name is Stephen Willeford and was a former NRA instructor) was using an AR-15, which is the same weapon system that Kelley was using and who also was wearing body armor and a tactical helmet, not a shotgun which would have been virtually useless. Willeford was informed of the gunfire by his daughter, retrieved his AR from his gun safe along with a handfull of shells and left his house barefoot to determine what was going on, saw the shooter and engaged. Some of Kelly's in-laws were members of that church, which is probably why it was targeted.
