  1. We had the same issue in Miami-Dade county when Andrew hit in 1992. County govt was nowhere to be seen, no cops, nothing. I saw citizens acting as traffic cops at major intersections. We had to wait for the US army to come in and feed the people who lost everything and where was the Mayor? In Orlando, "monitoring" the situation.
