  1. In contrast to WWI, WWII Germany just never seemed to get its naval game together. Not enough time to arm up, a flawed strategy based on commerce raiding, and meddling by officials. Their submarine arm was the only thing they managed to gain traction with, and the effectiveness of that waned as the war dragged on and Allied tech and industry overwhelmed it.
