  2. Several states have naval militias today, and others have long-inactive ones. The Pennsylvania Navy is an example of an inactive one; it was very busy during the Revolution and still exists on paper today even though there is physically nothing to it at the moment. Apparently the governor or state legislature could raise it back up if deemed necessary. The active units are mostly made up of Navy, Marine Corps, and Coast Guard vets and reservists.

  4.  @afx935  They were using ships as nuke targets on post war defense budgets. They were developing antiship missiles as well. Gotta test 'em on something.
