  1. Fascinating stuff. My guess about blotting their own radio broadcasts is that in a giant collection of bureaucracies like the Soviet government, the left hand (ministry that runs radio broadcasts) doesn't know what the right hand (the military) is doing, and the right hand feels no need to explain itself since it's got carte blanche to run air defense however it wants.
