@Willy_Tepes I think the landlord is held responsible for the antenna on the building, but you have a point. If the pirate antenna is inside the window or just put out on the windowsill or balcony for a limited time, it's pretty hard to expect a landlord to deal with that. And if he fails to find it, he pays the FCC a fine and they still haven't stopped the pirate.

The FBI leaned pretty hard on social media companies to censor their users in the last few years, resulting in loss of freedom of speech. What you describe sounds like a similar model. The police agency gets to say they aren't the ones searching your apartment randomly for drugs, and the landlord gets to say he is searching his property on the strong advice of the DEA, so cut him a break. The tenants lose.

When you listen to a radio, nobody knows what you're listening to. Whatever you do on the internet is tracked. Even if you're not doing anything wrong, it's nice to have a bit of privacy.
