Actually it was the French admiral at Mirs El Kader who botched the negotiations. He refused to speak to the British negotiator because he was only a captain an not an admiral. The captain could speak French whereas the admiral could not. Besides would the British want to send their admiral into a port belonging to a government who was favouring Germany. Then when the French admiral reported back to the Vichy government he only sent back part of the terms offered which left the Vichy government with the belief that Britain had told them to either surrender or have their ships sunk. In actuality one of the terms was that the ships could sail to the US, at that time neutral, something the Vichy government had already decided was acceptable. Interesting FDR later told the French ambassador to Washington he would have also sunk the French ships at Mirs El Kader.
