  1. Testing so much in one project was dooming it to failure. Testing one new concept at a time gives you a chance to concentrate on that problem and make sure it works properly. Then you move on to the next one. Interesting that Dick Chaney would not let the project move over to the air force because it was Al Gores. in the UK they would they would take credit for what the other person had started.
