If you go back to the time when Russia still had a royal family the Romanov's were the wealthiest people in the world. Their wealth was built the fur trade and the exploitation of the the people of Siberia. It did not require any cleverness on their part as everyone who was not anyone was there to be brutally abused, which they did. The reason Russia had to sell off Alaska is because the man sent to run it decided to mistreat the Alaskans the same way they would mistreat the Siberians. When the Alaskans stopped trading with the Russians it all fell apart. Ironically the Russian government agent who ran Alaska before then until his death would always treat the natives fairly which is why it had done so well for Russia. So apart from the name of the leader very little is different.
