So China is saying that the reduction of trade with the west is because China is refusing to sell to the west rather that the west is not buying from China. That's like saying that in a fight it is not your opponent who's punching you in the face but you are punching yourself in the face.

@Cobalt-88 They have been bullying Viet Nam for years so the fact that Viet Nam has reduced trade should not be a surprise.
