  1. The more engineering involved the more it will cost and the longer it will take. Very few railway lines came in on time and on budget. Those that did had very little engineering. The Channel Tunnel was all engineering and was late and much more expensive than was originally thought. So if the government keeps adding in more tunnelling then the cost will go up.
