The Belarussian military is small and poorly trained so from that stand point it is highly unlikely that Putin would rely on Belarussian pilots to carry out any attacks even if their loyalty could be guaranteed. And he cannot spare any aircraft or pilots to do it himself so Putin is probably moving them to Belarus for storage because he does not have the troops to guard his border and will rely on Lukashenko to do that for him. The Belarussian economy is having huge problems and Lukashenko is heavily reliant on money from Putin which is why he does Putin's bidding.

@phillmckill5562 You've seen how fast the Russians can run from Ukrainian troops, well just imaging how fast the Belarussian troops will run from Polish troops. Also the Belarussian army is about 15,000 in total so it would not take many Polish troops to defeat them.
