FYI yes Britain did not hold an election at that the beginning of WW2 but they did have a unity government which was made up of people from different political parties. So though Churchill was Prime Minister the leader of the Labour Party, Clement Attlee, was Deputy Prime Minister. In fact much of the day-to-day running of the government was done by Attlee.
