In the first century Romans dry shaved. That is the facial hair was not wet when they shaved. And as the average razor was never that sharp it could be a painful experience, dreaded by many. Hadrian had served in the army and it was the armies fashion to have beards. So as many followed the fashion of the imperial family men grew beards. No more gladiatorial combat each morning. The razors shown in your shots from the TV series look more like straight edged razors which nothing like those the Romans would have used which are more semicircular with a curved edge.
