  1. The funny thing is, the German government was on the side of the EU during the German court proceeding. Yet now the EU has to start a procedure against the German government, considering this is the process. They can't start a procedure against the German court afterall.

  2.  @helloweener2007  Essentially it is to have the German government reiterate that EU court trumps German court (like US federal court trump state courts). If necessary by forcing the German government to put it into law or something. I am not a lawyer, so I don't really know the specifics in regard to this.
