The eu had no power over these referendums. It was all the national governments, if they decided to accept the the first referendum, they could. However it was found that many people didn't even really know what they were voting for, because the government didn't explain it well. That's why a second referendum was done and and ended in favor of the EU. first referendum 53% against, second 67% in favor (with a higher turn out)
