One of the reasons the US Marines do a lot more testing and initial implementstion of firearms than the US Army is due to the smaller size in terms if the number of personnel. The US Marines can test, evaluate and if warranted eventually adopt new weapons at a lower cost than can the US Army. Adding new weapons into smaller units first is easier on the logistics and training.

I was in the 9th Infantry Division motorized, in the late 80's. Everything on Ft Lewis was an experiment. I saw people who had to walk a pair of boots around a track with an NCO watching em to see how many miles it took to wear them out. Humvees were filled with fuel and driven around a track until they ran out of fuel repeatedly to get average fuel mileages and how long it took to wear out the tires and other parts. This went on with every piece of equipment we had. We had stuff I never saw anywhere else. Equipment from one battalion to the next even varied. All of our tactics were based on mechanized infantry and combined arms concepts. All of it was experimental so the Army did not have to waste the fuel and parts of real mechanized units. Best thing that I think came out of there was the Danner cold weather boots called Ft Lewis Go Devil Boots. Gortex and warm. One of the best pair of cold weather boots I ever wore. I still own Danner boots that are Gortex to this day although I have gone with a lighter pair as cold weather is not much of thing in Texas but wet weather is.
