President Vladimir Putin seems intent on causing grievous harm to international peace and stability. Russia has invaded its neighbours Georgia and Ukraine, it supports the murderous regime of Bashar al-Assad and Afghanistan, and it is engaged in active information warfare against Western democracies, including meddling in the 2016 United States elections. Throughout the civil war in Syria, Russia has strengthened its backing for the regimes in Damascus and Teheran, which supporting terrorism, and their ally Hezbollah, an officially designated terrorist group. Russia has intervened more directly in Afghanistan, shipping arms to the Taliban. And the Kremlin has methodically pursued its enemies overseas, ordering a series of assassination attempts in Europe, Turkey and the Middle East. Russian spies have been convicted of or accused of murdering suspected Islamist extremists in Dubai, Qatar and Turkey. Russian duplicity began to surface. In the mid-2000s, the CIA learned that Russia had given its allies in Central Asia a database of suspected extremists that included the names of some CIA undercover officers. When CIA officers showed up in certain countries at the airport, they were handcuffed because they popped up on the list as terrorists.
