  1. As I've long understood it, the LAW defines a small business as one with 30 OR FEWER employees.

  2. Trump's "Signing Statement" eliminated the oversight so Mnuchin could funnel the money intended for small business -- 30 or fewer employees -- to large business of up to 500 employees. Apparently in addition to some of the "small" business refusing to cheat -- the news has been getting out, so Trump/Mnuchin put on a show of being honest.
