"Most people" aren't enough. And this isn't about opioids. State rules, etc., are irrelevent, under the US Constitution's Supremacy Clause. I.e., any state law subordinate to the US Constitution -- including state constiitutional provisions -- are null-and-void.

Sure -- just toss in the word "Constituton," and those who've never read it will be lost. Why isn't he telling us what Article II of the Constitution empowers him to NOT do? The Constitution is hanging by a thread because of him and the Republican Party. And see the Supremacy Clause concerning states laws and constitutional provisions that conflict with Federal Constitution and laws: they are null-and-void.

We are seeing the ultimate in Republican voter suppression: killing one party's voters -- thus providing 100 per cent of needed aid to Florida, twice, and a miniscule percentage to Blue states. Unfortunately, the voters in Red states are the most defenseless, and they are the Republican "base". The difference is that like Governor Cuomo, Blue state governors -- including the moderate Republican govermnor of Massachusetts -- are acting responsibly. We'll see how many die -- if the numbers provided aren't fudged -- in Red v. Blue states.

Probably a Republican, which is always about rationalizations that ignore the Constitution and laws. Different states rules, etc., are irrelevant under the US Constitutions Supremacy Clause: either they are consistent with Federal law, or they are null-and-void.
