  1. The Federal Constitution is SUPREME over state laws, including state constitutional provisions. Congress enacts laws that establish Executive Branch agencies, Those Executive Branch agencies implement the statutes -- as authorized by the statute -- by means of REGULATIONS. OSHA is authorized by the statute to protect workers' health in the workplace. It isn't rocket surgery; Republicans simply omit steps in the established legal process in order to falsely claim that Congress hasn't "authorized" OSHA to enforce statutorily-stipulated workplace standards. And those Republicans rely on the ignorance of the electorate to believe their falsifications against the rule of law. And all of the OSHA standards have been contested in courts and UPHELD.
