Clue, law-illiterate: intent can be proven with circumstantial evidence: if a person is ON VIDEO breaking windows in the Capitol building, then climbing through the window into the building, his denial that he did that is REFUTED by the VIDEO EVIDENCE. Trump's own statements are being used against him because they are self-evident in their meanings, and he is on tape and or video making the statements. It is not part of the regular general budget.
