The Constitution expressly -- and severally -- prohibits insurrection -- which is violence against gov't, which is by definition RULE OF LAW -- and stipulates how insurrections are to be dealt with: "Art. I., S. 8., C. 15. The CONGRESS shall have Power To provide for calling forth the Militia to execute [ENFORCE] the Laws of the Union, SUPPRESS INSURRECTIONS, and repel Invasions." And in addition -- "Art. I., S. 8., C. 16. The CONGRESS shall have Power To provide for organizing, ARMING, and disciplining, the Militia . . . reserving to the States [GOV'TS] respectively, the Appointment of the Officers, and the authority of training the Militia according to the discipline prescribed BY CONGRESS." In keeping with the fundamental of CIVILIAN control of the military, BOTH US and state constitutions and laws govern and regulate the Militia -- today's National Guard. And they are armed by the gov't because they are law ENFORCEMENT.
