  2. The CIA operates OUTSIDE the US. The FBI is domestic. What is problematic are individuals who allege that there is "a document" -- so deeply "buried" that it can't be known to even exist -- which has "proof" of conspiracy even though the contents can't be know because the "document" is so deeply buried that it can't be known to exist. Even with actual documents we get explicit LIES about the documents. Some years ago, as example, an official FBI document was circulated to "support" the assertion that it proved that G. H. W. Bush, later CIA head, was in Dallas when JFK was assassinated. But when one actually READ the document, one learns that it was a memo documenting that the Dallas FBI had received a call from G. H. W. Bush calling from MIDLAND Texas. So the CLAIM was that the document "proved" Bush was in Dallas, when in fact READING the document found that it PROVED that he was in MIDLAND.
