  1. It is ignorance of how the gov't works that results in cynicism, which is an excuse to not learn how the gov't works. Same goes for not voting: "The govt is out-of-touch!" Who is out-of-touch with whom? Do politicians not care? Or do they have people pulling on them from all directions? Is there opposition in gov't to a given position?
