  1. Arizona has a Democratic governor who would appoint his replacement. Governors need to stay governors in order to protect the election in their states, with the exception of Kentucky, which is already solidly Red.

And Shapiro needs to be governor to protect the election in his state, with which he already has experience, and the threats to which have increased and been injected into the system.
