  1. FALSE. The DEBATES of the WRITING of the Amendment substantiate that the intent was to establish a NATIONAL DEFENSE. That some states used their militia -- which the colonies and states ALREADY HAD militia BEFORE the Amendment -- as slave patrols BEFORE there was the Amendment shows that they didn't need the Amendment to have slave patrols. Where are the CITATIONS to the alleged STATE laws that expressly stated that the purpose of the FEDERAL Amendment was about racism? READ THE DEBATES by those who WROTE it and you'll find NONE of the "racist purpose" as its purpose
