All EU countries have standard white plates (except NL and LUX : yellow plates), all with EU flag on a blue strip, on the left.
Some EU countries add their national flag, and some add region name or shield, and county number on the right, like France.
Some countries, waiting for joining EU, already have the standard white plates with a blue strip on the left, but not the stars !
European non-EU countries can have non-standard plates, whatever text, size, color, flag or no flag, shield, etc...
Big countries need more text, of course (more cars registered), than micro countries like Monaco (mini plates).
All plates give a clear and complete information about the origin of the vehicle, in a second : good system indeed !
Some countries (EU or not) have small round patches on their plates, with the date of registry of the car.
