@mikatu - the thing is, how are those missiles valued?
If 3 missiles were bought in 2000 and given away in 2023 (to a friendly nation that's been invaded by an enemy nation), you're right that 3 will be purchase to replace them.
Now, are those missiles given away valued at their 2000 purchase cost, their 2023 replacement cost, or something else?
Then, there's the issue of equipment that won't be replaced. Such as, a bunch of infantry fighting vehicles that were paid for decades ago and have been sitting in storage and would never be used again, but are stored "just in case".
What is the value of those vehicles, in aid terms. There's no replacement cost because they aren't being replaced. Is their value, the cost that was originally paid decades ago, their current replacement cost (even though they aren't being replaced), or something else?
