If Muammar Gaddafi had US dollar investments in US banks, nobody would've batted an eye if those investments were seized to repay victims of his international terrorism. Seizing Russian assets in Western banks is IMPROVING the reputation of the US Dollar by showing support for international rule of law. Telling countries and their leaders that they can't be international terrorists or terrorist states and still have protection of the very international laws they are thumbing their noses at increases global stability and therefore, the stability and value of the US dollar.
