  1. It's a known Russian negotiating strategy since the USSR days. Ask for EVERYTHING and then getting anything is a victory. In addition, THIS is the problem with trying to negotiate with a narcissistic megalomaniac dictator bent on building an empire. Negotiating by appeasement just makes the nation look weak and afraid (the USA under Trump, in this case, or Britain in under Chamberlain during WWII). Looking weak and afraid and giving things up magnanimously and unilaterally just confirmed the dictator's idea that he's the stronger power and everyone else fears him and thus, he deserves more concessions.
