A thing about the opening. The way monarchy is described could be true for many European countries, especially H.R.E.. But it didn't work like this in the Roman Empire, because usually the Emperor would get the throne after a civil war and would end up with the majority of the military power, so the nobles were powerless. Of course a similar phenomenon is observed. As soon as a general would get some fame, the imperial military would urge him to take the throne, and thus, a new civil war would be fought.
