The real goal of this fund is that it circumvents control by congress. Congress normally controls the purse, but a wealth fund allows Trump to spend as he pleases. We could also say that China want to get a grip on African nations by providing cheap loans with as a collateral obtaining ownership on strategic infrastructure like railways and ports. We will see how this turns out. Note that China prior to Xi and during Xi are very different countries. China itself has become more of a police state with more strict government control and the Chinese population does not appreciate this (see COVID protests). Xi changed the Chinese constitution to stay in power. In that, China is becoming closer to African reality for sure.

@denniswen8483 SMIC pushed DUV (obtained before sanctions) to get to the 7nm. EUV is a novel tech for 7, 5 and 3 nm. China has no access to that, so they will have to work around EUV.
