If they're going to exist at all it should be something you must voluntarily join and you aren't joining by default just because you move to a new neighborhood that happens to have one. They should also be no penalties should you choose to leave one. That may mean that only some of the neighborhood is part of it but at least they got the choice. If the homeowners association become authoritarian people will leave if allowed such a choice. If it's doing a good job and treating people right and not being authoritarian or too restrictive outside of what should be a barebones framework, a lot of people will jump on board of their own free will.
