  1. I think you are over-generalizing. Just because one specific measure did not work doesn't mean that nothing did work. In fact life in Africa improved a lot in the past decades. You can look up hard numbers on gapminder dot org.

  2. I think infrastructure is important but not sufficient. Smart people are attracted by other smart people. So in USA they move to Silicon Valley and New York. In China they move to Beijing, Shanghai and Hong Kong.
