I think the key to jump start the space economy is to get a critical number of people into space, i.e. at least into orbit - that is the market in space that space business can sell to (apart from dropping stuff on earth, but you could do that robotically without people in space). It's very likely that you'll have to CREATE that market. In a similar way a real estate developer would develop an area: by investing. So you might have to send the first 1000 or 10,000 people to space at a low an attractive price and maybe even have a station there ready or a base. These could be space enthusiasts who just want to be there and have enough spare cash to spend while being there. Those people will be the market and create the demand for the next wave. Soon enough people will crave for a fresh carrot or want a real pizza: there will be opportunity for gardeners and pizza entrepreneurs, so it will attract business and people. Important is to keep the momentum of growth and reach a critical size so that the community can be nearly self sufficient to limit expensive haulage of stuff from earth.
