I had to buy out my house and took out a loan. The land belongs to a Lord. That sits in parliament. How is this not the same for South korea or for China ?

No... That is not how it works. If a building is not getting planning permission. I.e. your neighbour can dispute you from building there as well. Cos you live in a council area. This is democracy. The regulation piece is by a third party surveyor.. why do they do that ? It is because the house is marked against the central bank. So therefore the land value is against that too. If your currency is not soveign. I.e. belongs to a King or Queen or an Emperor. Who bloomin cares ?!....
