The best way is to see Switzerland as a model to follow. Because.. it is in a quite wintry place... and often dark... and in those dark days, you need light buildings.

Then town planning can happen after.... Imagine that the Tower can be used for the BBC shows. And then a dance academy to be there. Or some kind of Royal Ballet... split say from Manchester to have a sub-unit or location. And then, have practising places.... Then build on top of businesses.... At least have good internet, so those who want a "work from home" can happen. So those who wants to mouse-hole from London, or wherever, then they can ? And if they want to get into Europe... or London, then a nearby flight is possible ? Better than even a train ! But those in the know... of Swiss Hotelier.... Their standards are super high. Really high.. that... it even trumps Dubai. So people have to be weary of this level of hotel experiences.

That it cannot be a part of an actual water/steam energy sustainable source.. that feeds into the building of a hotel, say..... I mean, the Dutch tamed the marshes... Britain could tame the heating.....
