I don't think you understand Japanese culture as well.... or that, what they have signed themselves up for. So why change something when it is set in stones for a while? Cos they know that this is a restriction... and they are a lot more concious than most societies as well. This is why they have the onsens or the home spas, right? To heat the bath tubs at home... and then to sleep in a cold room. So heat your body temperature to be higher than the normal 37 degree... and plus, it helps with their circulations as well. Imagine if there is an Earth Quake.. what is your insulation going to do for you? You will die a worst death, and the chances of dying is higher too. So they have low level housings, which is like a blood of wooden planks. Even if they fall.. you can still be saved ? So which do you choose? To die, or to not die first, but give yourself a chance? In terms of healthy food... and fruits... it is actually super hard to raise fruits in Japanese climates. Some fruits are easy to grow. Others not. So when they give fruit as gifts.. really.... this is more like a praise... more like a "did you see how much efforts I put here, look at this marvellous thing" ? I think Europeans and Americans take for granted the geography that they reside in. And yet... Japan for a tiny island... with so many constraints.. because of cooperation.. can grow their tiny island of 30 millions, or whatever it was into a 100 million existence... And they still kept some of their low sustainable wooden housings too. Whereas if you look to HK... they are in a hot climate... and howcome, they don't even utilise the sun's energy for solar panels... so that they too can use less electricities... and therefore spread this further or to sell to Japan as well ?... People are way too complacents.
