@rda6029 : You are soooo wrong.. Filipinos, have a massive big drug thing going on... and they are very strict with it. Gone are the days whereby death penalty was a genuine thing in some SE Asian countries? That included HK as well.. when it was the Tang Code.. around 1900s... near end of 1800s.... Death penalty was a real thing. Those are not "gangs", they were the "armies" of the old dynasties.. Some people still protect that, even today. But... This is why it makes no sense.
