That is because neither of you are chinese (ethnically). Because the mother is chinese (ethnically, and nationality-wise) here... and presumably.. she has a registered hometown as well.. same as that of her father, that was the tradition. Your father's birthplace is your ancestral home. So therefore, this young baby... can one day, claim her mother's birthplace instead. (She can claim the status of being a "chinese national" which means her nationality to be chinese.) This is what those official clerks want. But the mother is presuming that, this is now a more modern generation.. and that the father is not chinese any way.. The birthplace of the dad's is in America. So this is maybe why the mother is driven to give up the hukuo registration. But the mother SHOULD reconsider this... cos once registered, if there are any government benefits, you can claim it !

Consider a Hukuo as a "birth certificate".... It is a "registration of abode".... Everything ties to this number !! So your child must have one ! Even if she leaves or enter or whatever... She can have a "return permit", (to get in and out of the country as many times as she likes) because you are another nationality.. but she must have a registration of abode !
