A lot of policies already exists like that in the UK... but in the road to reduction of inequalities... well... some people took that on as "literate" and extremely "literal" and thrown the baby out with the bath water so to speak. But to me... I think that.. where I am in the UK... if we should say, get the individual who has actual "weakness", and make them do the job to help themselves to overcome that weakness, maybe that kind of self empowerment would be a good start. So if you are shortsighted, then be an optician. For example. If you are anaemic... and has blood pressure issue, then be a 100m runner. This had always been the way in the UK. You overcome your own weakness with the help of society.
